Speaking to the UN General Assembly, UNAIDS Executive Direct Michel Sidbe reported that global rates of new HIV infections since 2001 have decreased by 17 percent. More than 4 million people in low and middle income countries have gained access to antiretroviral therapy, a 10-fold increase in five years. Even so, he warned that 16 million women are infected.
